Commander is where Moment of Reckoning does its best work — four opponents means more threats requiring an answer, and a token-generating commander can defray the five-mana cost enough that the timing disadvantage of sorcery speed becomes acceptable. In competitive 60-card formats like Modern and Pioneer, it's too slow and doesn't interact favorably with the efficient threats those formats produce; Wrath of God and Damnation occupy that slot and cost less setup. Legacy and Vintage have access to everything cheaper and faster, so Moment of Reckoning doesn't register. Standard legality is technically correct, but the card hasn't seen constructed play there, and it's unlikely to given the standard removal suite available.
