Molten Ravager converts excess mana into a lethal pump on any creature you choose — the damage it enables scales directly with how much mana your deck produces in a single turn. It's a do-nothing 1/3 until you flood the board with mana, so it earns its slot only in decks that routinely generate enormous amounts of it.

In Commander, Molten Ravager is a combo-adjacent finisher — it does nothing on its own but closes the game the turn you generate unbounded or near-unbounded mana, making it a compact win condition in green big-mana and storm-style shells. In Pauper it's a common, but the format lacks the explosive mana engines that make it dangerous, so it doesn't see meaningful play there. Legacy and Vintage have access to the same engines but also have faster, more redundant win conditions that make Molten Ravager redundant. It's a Commander card through and through.
