Molecular Modifier doubles the number of counters placed on a permanent whenever counters are placed — a doubling effect on a 2/2 body for three mana that starts working the turn it lands. It's a staple in any counters-matter shell and an easy include anywhere Doubling Season effects are already wanted.

Commander is where Molecular Modifier earns its slot — proliferate synergies, +1/+1 counter engines, and planeswalker-heavy builds all get immediate value from a persistent doubling effect that costs three mana. In competitive 60-card formats like Modern and Pioneer it's too slow and too narrow; dedicated counter decks there have stronger, faster options. Legacy and Vintage are non-starters for the same reason — the effect isn't broken enough to matter at those power levels. Standard is the one exception worth watching: if a counters-matter set is in rotation, Molecular Modifier becomes a real consideration for midrange builds that want redundancy on Doubling Season effects at a lower mana cost.

$0.04 bulk tier
At $0.04, Molecular Modifier is deep bulk — you're paying almost nothing for a meaningful effect. Bulk rares with consistent demand in Commander tend to hold near the floor indefinitely, so there's no upside to hunting foils or holding copies; just grab them and play them.
