Mogg Hollows is a dual land that enters untapped and produces both red and green mana, but only for Goblins — everything else sees a colorless land. Outside of dedicated Goblin tribal, that restriction makes it a strict downgrade from any basic.

Mogg Hollows sees essentially no competitive play in Legacy or Vintage despite its legality — Goblin tribal in those formats has better fixing options and rarely needs a land this conditional. In Commander, it belongs in exactly one place: a Goblin tribal deck where nearly every spell is already a Goblin, at which point the tribal clause is almost invisible. Outside that shell, the ceiling is a colorless land, which is unacceptable in a format where the bar for dual lands is already high.
