Mogg Cannon trades a Goblin for two damage to any target — a narrow sacrifice outlet that doubles as a reach tool. Mogg Cannon is legal in Commander, Legacy, Vintage, and Oathbreaker, but the only place it sees any real consideration is Commander Goblin tribal. In Legacy and Vintage, two mana plus a creature for two damage is laughably inefficient next to everything else those formats offer, so it simply doesn't show up. In Commander, its niche is narrow but real: Goblin decks that produce expendable tokens can use it as a sacrifice outlet that threatens life totals or handles small blockers when combat won't do the job. Outside of dedicated Goblin tribal, there are cleaner sacrifice outlets and better reach spells at every price point.
