In Commander, Mogg Alarm is a role-player in Goblin tribal decks and nowhere else — the free cast mode earns its slot when you're already overrun with tokens, but it's dead weight if you don't have two Goblins to spare. Legacy is the only other format where it's legal and plausible, though it never broke through there; Goblin decks in Legacy have tighter options and rarely needed a sorcery-speed two-for-two.
