Mnemonic Sliver gives every Sliver you control the ability to tap and draw a card by discarding a card — looting at will, on a creature type that already floods the board. The effect is genuinely powerful in multiples, but you're paying for it in card disadvantage unless you're fueling graveyard synergies or cycling aggressively.

In Commander, Mnemonic Sliver slots into any five-color Sliver deck as a redundant looting engine — the more Slivers you control, the more outlets you have to filter through your deck, which matters when you're assembling toolbox pieces. Legacy and Vintage both allow it, but competitive Sliver lists in those formats have never prioritized looting over raw speed, so it sees essentially no play there. Pauper is where Mnemonic Sliver has the most theoretical space outside Commander — the format's card-draw options are constrained enough that repeatable looting on a creature body is worth examining, though it still requires a critical mass of Slivers to be worth the slot.
