Mizzium Tank turns any noncreature spell into a pump effect stapled to a trampling threat, which means it rewards the kinds of spells-matter decks that are already casting a lot of instants and sorceries anyway. Balthier and Fran lists run it at a 15% clip for exactly that reason — the activation is free in context, and a 4/4 trample that grew on your opponent's turn closes games fast.
