Mist-Cloaked Herald is a fringe Pauper card at best — one-mana unblockable creatures exist, but a 1/1 with no other text doesn't threaten enough damage to matter in non-Commander formats where games end faster. In Legacy and Vintage it's simply outclassed; the same unblockable niche is served by creatures that also do something else.
