Misstep counters any spell with mana cost zero or one for a single blue mana — a one-for-one that punches well above its cost against fast mana, mana dorks, and opposing interaction. In the right shell it's a strict upgrade over doing nothing on turn one, and at bulk price there's no reason to leave it out of blue decks that care about tempo.
