Mishra's War Machine is a 5/5 trampler for seven mana — respectable stats — but the upkeep cost of discarding a card or taking 3 damage each turn makes it one of the worst rate artifacts in Commander. Run it only if you have a specific reason to put a card in the graveyard every upkeep; otherwise, there are strictly better options at every point on the curve.

Mishra's War Machine is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander, the combination of a seven-mana investment and a punishing upkeep means it competes against game-ending threats that cost the same or less without taxing your hand. Legacy and Vintage have access to broken acceleration and far more efficient threats, so Mishra's War Machine never shows up there either. Oathbreaker follows the same logic — slower formats still demand better rate than this.
