Commander is where Mischievous Catgeist // Catlike Curiosity does its best work: three opponents mean three potential damage triggers per turn cycle, and evasion-centric decks can realistically connect every turn. In Modern and Pioneer it's fringe at best — a two-mana 1/1 double striker with a combat-damage rider is too slow and too easy to trade away against efficient removal.
