In Commander, the Phyrexian or artifact clause is trivially easy to satisfy in the right decks — artifact-heavy or Phyrexian-tribal lists will almost always have something on board — but combat tricks are low-priority in a multiplayer format where one-for-ones rarely swing games. In Pauper and Legacy, the one-mana pump spell has more relevance in aggressive creature decks, but Mirran Mettle competes with unconditional options like Mutagenic Growth that don't require a board state to function.
