Minion of the Mighty is a Commander card through and through — the free-cheat effect only scales when your deck is built around attacking with multiple Dragons, which is a strategy that exists almost exclusively in the 100-card singleton format. In Legacy, Modern, and Pioneer it's legal but irrelevant: competitive Dragon lists in those formats want to cast their Dragons efficiently, not jump through the hoop of assembling a multicard attack condition for a single free entry. Vintage is the same story — the format's broken enough that a conditional one-shot cheat effect doesn't register. Commander is where Minion of the Mighty lives, and specifically in Dragon tribal builds where the attack condition is met naturally and repeatedly.
