Mindscour Dragon is a Commander card through and through — the mill-per-attacker trigger only scales meaningfully when a board full of creatures attacks simultaneously, which is a common late-game state in multiplayer. In Legacy, Modern, and Pioneer it's unplayable; dedicated mill decks in those formats run Ruin Crab and Tasha's Hideous Laughter, which mill more for less mana with no combat dependency. Vintage has better options at every point on the curve. Commander is the one context where six mana and a combat requirement can be forgiven if the deck is built to swing wide and already wants mill as a win condition.
