Mindreaver is a mill-and-exile engine that scales with spell-slinging — the more instants and sorceries you've cast, the harder it hits. The cost is that its impact is entirely parasitic: it does nothing without a critical mass of spells already in the graveyard or in play.

In Commander, Mindreaver fits spell-heavy blue decks that already want to fill graveyards and punish opponents' libraries — it's a value piece, not a finisher, so it needs a shell that can actually close games. In Legacy and Vintage, the card is legal but competes in formats where graveyard interaction is faster and more punishing than anything Mindreaver offers, so it won't see meaningful play there. Modern and Pioneer follow the same logic — the effect is too slow and too dependent on setup to earn a slot over dedicated mill payoffs. Oathbreaker is probably its best non-Commander home, where a spell-focused signature spell strategy can reliably fuel it.
