Mindculling trades five mana for two cards, which is a bad deal in almost every context — five mana is a Rhystic Study plus change, and sorcery speed draw-two is where spells go to underperform. Run it only if you're desperate for redundancy in a dedicated draw-matters shell and have exhausted every better option.

Commander is the only format where Mindculling is even a conversation — five mana at sorcery speed is simply unplayable in Legacy, Vintage, or Modern, where the bar for card draw starts at one or two mana and ends at instant speed. Even in Commander, Mindculling sits at the bottom of the draw pile: Harmonize costs one less and matches the card count, Concentrate gives you four cards for the same five mana, and virtually every draw spell printed in the last decade does more for less. Oathbreaker is legal but the tighter resource constraints there make this even harder to justify.
