Mind Peel makes an opponent discard a card for one black mana — that's the whole transaction, and it's a bad deal at sorcery speed in a four-player format. Outside of Shantotto, Tactician Magician builds that specifically reward one-mana spells, there's almost no Commander context where this earns a slot.

Mind Peel is legal in Commander, Legacy, Vintage, and Oathbreaker, but the formats where it's legal are mostly the formats where it's outclassed. In Legacy and Vintage, one-mana discard exists on a much higher power band — Thoughtseize and Duress name the card and let you choose what leaves, which makes Mind Peel's blind discard feel like a relic. Commander is the only format where a dedicated spell-count or spell-type payoff commander gives Mind Peel a functional home, and even there it's a niche include rather than a staple.
