Mind Extraction makes an opponent discard two cards for three mana at sorcery speed — functional, but unexciting. Targeted discard at this rate is outclassed in most formats by cheaper or more flexible options, so it earns a slot only in dedicated discard-matters builds.

In Commander, Mind Extraction is a fringe inclusion: stripping two cards from a single opponent does little when you're facing three, and sorcery speed means you can't disrupt at the right moment. Pauper is its most natural home, where the card pool is shallow enough that two-for-one discard at common has real teeth. Legacy and Vintage have access to strictly better discard, so Mind Extraction doesn't make the cut competitively in either. Oathbreaker's smaller scale means hitting one opponent is more impactful, but even there you'll usually find a better option.
