In Commander, Mind Burst is fighting an uphill battle — you're targeting one player out of three opponents, the graveyard count rarely climbs past two or three, and dedicated discard strategies already have access to Thoughtseize effects and wheel spells that hit every opponent at once. Pauper is where Mind Burst sees its most plausible home, since the common card pool lacks the unconditional discard density of higher-powered formats and assembling a small graveyard count is more achievable in a focused two-player game. Legacy and Vintage both have it legally available but would never run it; the competition from Hymn to Tourach, Thoughtseize, and Duress is simply not a contest.
