Minamo Scrollkeeper raises your maximum hand size by one — a minor upside stapled to a 0/4 wall that does nothing else. In almost every Commander deck, that effect is too small to justify a card slot.

In Commander, Minamo Scrollkeeper competes against Reliquary Tower and Thought Vessel, which grant unlimited hand size rather than a single additional card — there's no reason to run it unless you're in a mono-blue Pauper cube or deeply budget-constrained environment. In Pauper it's legal and the 0/4 body is passable as a blocker in stall strategies, but the hand-size text rarely matters there either. Legacy and Vintage have no interest in a two-mana 0/4 with negligible upside. Minamo Scrollkeeper is essentially a placeholder effect — the card exists, but better options exist at every power level.

Pricing data isn't currently available for Minamo Scrollkeeper, but given its negligible competitive demand it almost certainly sits at bulk commons pricing — expect to pay pennies in a bulk bin. It's not worth seeking out unless you're completing a set.
