Militia Rallier untaps all Warriors you control — a repeatable engine that turns a combat step into a second one in the right deck. The cost is a three-mana 3/2 body that does nothing without a critical mass of Warriors, making it a strict tribal inclusion rather than a generalist pickup. In Najeela, the Blade-Blossom builds, that condition is trivially met, and the effect is potentially game-ending.

Militia Rallier is a Commander card through and through — the effect compounds across multiple creatures and rewards the kind of wide tribal boards that 100-card singleton builds can sustain. In pauper it's legal and the Warrior count can be engineered, but the format's faster clock makes a three-mana do-nothing-alone creature harder to justify. Modern and Pioneer have the card pool to support it, but competitive Warriors builds there don't need a tap-untap engine at three mana when combat is already ending games on its own terms. Legacy and Vintage are non-starters. Commander is where Militia Rallier actually lives.
