Commander is where Metropolis Angel has its best shot, specifically in evasion-heavy white or Azorius builds that already want to swing in the air. Any deck running a meaningful number of flying creatures turns it into a reliable draw engine without spending a card slot on individual cantrips. In Legacy, Modern, and Pioneer, four mana for a 3/3 that requires combat damage to draw is too slow and too conditional to compete with dedicated card advantage. Vintage has no interest either — the card does nothing proactively.
