Metrognome enters, makes a 1/1 Gnome token, and repeats that whenever you cast an artifact spell — four times total, then it stops. Four tokens for four mana is a passable rate, but the hard cap means it scales poorly in late-game artifact storms where you want engines, not counters.

In Commander, Metrognome fits narrow artifact-token shells — think Brudiclad, Telchor Engineer or Saheeli, the Gifted — where the Gnome tokens become fodder for copy effects or sacrifice outlets. Outside of those specific homes it's too slow and too finite to justify a slot. In Legacy and Vintage it's legal but irrelevant; the formats move too fast for a four-mana do-nothing-at-instant-speed artifact. Oathbreaker gives it slightly more room if your planeswalker cares about artifacts or tokens, but again, the four-trigger ceiling undercuts any serious engine plan.
