Commander is where Meteor Blast actually lives — it's a bulk rare in most lists, but in Hinata, Dawn-Crowned decks it's a staple that warps how the whole shell is built. Outside that pairing, the rate is too inefficient for competitive 60-card formats, and it's not legal in Modern, Pioneer, Standard, or Pauper anyway. Legacy and Vintage allow it, but neither format has any reason to pay six-plus mana for conditional damage when cheaper, unconditional options exist. Stick to Commander, and specifically to shells that reduce its cost.
