In Commander, Messenger Hawk competes against a deep pool of evasive creatures that draw cards without needing to connect — Welcoming Vampire, Cloudblazer, and similar effects don't require opponents' cooperation. Messenger Hawk can slot into aggressive Voltron or token-go-wide lists that expect to push through damage repeatedly, but it's rarely the best tool for that job. In Pauper, a 2/2 flyer for three that draws on damage is genuinely playable in white tempo shells where card advantage is scarce.
