In Commander, Mesmeric Sliver earns its slot in any Sliver tribal build because the effect compounds — ten Slivers entering across a game means ten scry triggers, and that kind of sustained library filtering separates the good draws from the dead ones. Outside Commander, it's a fringe consideration: Pauper is its most realistic competitive home, where cheap tribal synergies matter and card selection is scarce at common, but Sliver tribal isn't a pillar of that format. Legacy and Vintage have access to Mesmeric Sliver but will never run it — the power bar is simply too high for a two-mana scry-one enabler to compete. It's a Commander card wearing format-legal clothing everywhere else.
