Merry Bards is a legal card in every major format, but that breadth is largely irrelevant — nothing about its rate competes in Legacy, Modern, Pioneer, or Standard, where two mana buys creatures that win games rather than tap to nudge blockers. Pauper is the only non-Commander format where a repeatable tap effect on a common body could theoretically see fringe play, but the effect is too narrow to earn a slot there either.
