Merfolk Seastalkers is a Commander card first and almost exclusively — the tap-on-attack ability rewards the longer game, and Merfolk tribal support from commanders like Kumena, Tyrant of Orazca or Svyelun of Sea and Sky gives it a shell where the 2/3 body isn't embarrassing. In Legacy and Vintage it's unplayable; those formats kill on turn one or two with threats that make a four-mana 2/3 irrelevant by the time it resolves. Modern has access to far more efficient Merfolk — Merrow Reejerey, Master of the Pearl Trident — that invalidate Seastalkers as a competitive inclusion.
