Merfolk Raiders is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the relevant home is Pauper, where common-legal Merfolk tribal can actually make islandwalk matter against blue-heavy metagames. In Commander, the card is too passive — a 2/3 with conditional evasion doesn't move the needle at a 100-card, four-player table unless you're running something like Islandwalk-tribal with Tideshaper effects. Legacy and Vintage have strictly better Merfolk options at every point on the curve, so Merfolk Raiders doesn't see play there.
