Merfolk Falconer puts a +1/+1 counter on a target Merfolk at end of combat — free, repeatable, no mana cost beyond what you already paid to attack. Four mana for a 2/2 that slowly trickles counters is too slow for any competitive shell, but in a dedicated Merfolk counters deck it earns its slot by doing something every combat for free.

Commander is the only format where Merfolk Falconer is worth sleeving up, and even there the bar is narrow — you need a Merfolk tribal deck that cares about +1/+1 counters, not just one or the other. In Modern and Legacy, Merfolk decks are tempo-first and a four-mana 2/2 with a slow payoff never makes the cut. Pioneer technically allows it but the same problem applies: the format's Merfolk builds don't want sorcery-speed-equivalent value spread across multiple turns. Merfolk Falconer is a Commander card through and through, and only in the right Commander deck at that.
