The cost is real: the effect is combat-dependent, so decks that don't attack reliably, like Vannifar, Evolved Enigma's tap-to-morph piles, get less mileage than aggressive fliers shells where Aurelia, the Warleader is already swinging every turn.

Commander is where Meneldor, Swift Savior earns its slot — the format's longer games give repeated attack steps time to compound, and 99-card decks are full of ETB creatures begging to be blinked. In Legacy and Vintage it's technically legal but effectively irrelevant; those formats end too fast for a 3/2 that needs to attack to do anything, and the competition at three mana is brutal. Modern is the one constructed format worth a passing glance — flicker synergies exist and the card is legal — but the payoff isn't close to format-playable when Ephemerate does more for less.
