Mending Touch regenerates a creature for one green mana at instant speed — cheap protection, but regeneration is one of the weakest shield effects in the game since it still taps the creature and loses it to exile-based removal. It earns a slot only in dedicated regeneration-synergy builds; everywhere else, a fog counter or indestructible effect does the job better.

In Commander, Mending Touch is too narrow to justify a slot in the 99 outside of fringe regeneration-matters builds — one-shot protection at sorcery-speed consequence is fine, but the tapping drawback and vulnerability to exile makes it a liability at most tables. In Pauper it competes with better green protection commons and doesn't see meaningful play. Legacy, Modern, Pioneer, and Vintage all have access to strictly superior protection spells, so Mending Touch never shows up competitively in those formats either.
