In Commander, Memory Sluice is a mill-deck card and nothing else — 99-card libraries mean you need volume, and the conspire trigger is the only way Memory Sluice delivers enough cards to matter. Pauper is where it has the most legitimate claim, since common-only mill decks can copy it consistently and 60-card libraries make eight cards a real percentage. In Legacy and Vintage it's outclassed by faster, more efficient mill options and sees no competitive play. Oathbreaker operates on 60-card libraries too, which improves the math, but the format's speed usually means you want proactive threats rather than incremental mill.
