Meletis Charlatan copies any instant or sorcery you cast for three mana — a repeatable effect stapled to a 2/3 body. The activation cost is steep enough that Dramatic Reversal and similarly cheap spells are the only reliable payoffs, which keeps it out of most competitive lists.

Meletis Charlatan is legal across Commander, Legacy, Modern, Pioneer, and Vintage, but sees play in essentially none of them at any meaningful rate. Commander is the only format where its slow, value-oriented copy effect has room to breathe, and even there the three-mana activation competes with commanders and other threats for the same mana every turn. Legacy, Modern, and Vintage move too fast for a five-mana sorcery-speed setup with an expensive repeatable tap ability. Pioneer is the most plausible fringe home, but the card still asks too much from a three-mana 2/3 with no immediate impact.
