Mausoleum Harpy turns every creature you sacrifice into a +1/+1 counter, snowballing into a legitimate flying threat over a single game. The cost is that it does nothing without a sacrifice outlet and fodder — in the wrong shell, it's a vanilla 2/2 with wings.

Commander is the only format where Mausoleum Harpy earns a slot, and only in dedicated sacrifice decks — think Prossh, Skyraider of Kher or Lyzolda, the Blood Witch, where tokens die by the dozen and the Harpy grows fast. In Legacy, Modern, and Pioneer it's outclassed by creatures that don't require setup to be relevant, and no competitive shell wants a 2/2 that needs its engine already running to matter. Oathbreaker has the same commander-synergy ceiling but a smaller card pool to exploit it.
