Maul Splicer is a Commander card through and through — seven mana is a real ask in any 1v1 format, but in a multiplayer game where the board develops slowly and token synergies compound, it earns its slot. In Pauper it's technically legal but irrelevant; the format's speed makes a seven-drop that doesn't win on the spot a non-starter. Legacy and Vintage have the same problem at a sharper angle.
