Mauhúr, Uruk-hai Captain is a Commander card through and through — the effect is too slow and too dependent on a sustained board to matter in Legacy or Vintage, where the game rarely reaches a second combat phase. In Commander, four mana for a repeating anthem that scales with your number of attackers is exactly where you want to be in token or go-wide strategies, and the Middle-earth creature type support makes him a natural fit in Lord of the Rings tribal builds.
