In Commander, Matsu-Tribe Decoy occupies a hyper-niche slot: Snake tribal decks led by commanders like Seshiro the Anointed get the most mileage, using its tap ability to neutralize a threatening green creature turn after turn. Outside of that specific shell it's outclassed by removal that doesn't require attacking or paying mana repeatedly.
