Master Decoy is a repeatable tap effect on a 1/1 body — the ability costs one white mana and a tap, which is a real investment for what amounts to a glorified Blind Obedience trigger. It sees play almost exclusively in dedicated tap-synergy Commander builds, and outside that narrow context it's outclassed by nearly every other white creature with a tap ability.

Master Decoy is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but the only format where it sees any real consideration is Commander, and even there the bar is high.
