The cost is the mana value: five is a lot to ask for a single land theft, and decks that want this effect usually find cheaper or more repeatable options.

Commander is the only format where Masked Bandits earns consistent consideration — three opponents means three potential targets, and a stolen land can swing a game in a pod where someone is color-screwed. In Legacy, Modern, Pioneer, and Vintage, a five-mana do-nothing-until-it-resolves creature is unplayable at competitive tables. Pauper is the one exception worth noting: as a common, Masked Bandits is legal, and in slower pauper Commander variants the ETB land theft has real teeth.
