In Commander, Mardu Skullhunter is too shallow — forcing a single opponent to discard one card at random barely registers at a four-player table, and entering tapped means it can't block the turn you play it. Pauper is the one format where Mardu Skullhunter earns a second look, since the card pool is narrow enough that tempo-efficient discard on a body has marginal use in aggressive black shells. In Modern, Pioneer, Legacy, and Vintage it's simply outclassed — Thoughtseize and its peers cost one mana, hit any nonland card, and don't require you to have attacked.
