Marchesa's Smuggler is a Commander card through and through — the singleton format rewards cheap, repeatable utility, and haste plus evasion stapled to a 1/1 body is exactly the kind of role-player aggressive and combat-centric decks want. In Legacy and Vintage, it's technically legal but competes with a card pool deep enough that a 1/1 with an activated ability simply doesn't register.
