In Commander, Mantle of Tides belongs exclusively in decks built around drawing multiple cards per turn, where the free-equip trigger fires consistently and the +1/+2 buff matters on a specific threat. In Pauper it competes in Heroic and aura-based strategies where cheap enchantments have more universal value, but the conditional equip clause makes it weaker than straightforward pump auras unless the deck is already running a second-draw engine.
