Manipulate Fate exiles three blue cards from your library and draws one — a net loss in cards that permanently removes resources you might need. Unless you're running a dedicated exile-matters or graveyard-avoidance strategy, this is a do-nothing cantrip that costs you more than it gives.

Manipulate Fate is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees negligible play in all of them. In Commander, the permanent library exile is a real downside — losing three blue cards you may have wanted to draw is too steep a cost for a single card of selection. Legacy and Vintage have access to far more efficient cantrips and library manipulation, so Manipulate Fate never competes there. The narrow use case — decks that actively want cards removed from their own library, or need to dodge specific draws — exists in Commander but is a fringe concern at best.
