Manifold Insights is a Commander card through and through — the opponent-choice clause only stings when you're handing a single adversary the pick; spread across three or four opponents, the worst-case cards diverge enough that you reliably snag something useful. Legacy and Vintage are legal formats on paper, but three-mana sorceries that hand card selection to opponents have no competitive floor there, and neither format will ever give this a second look. Oathbreaker is the one non-Commander format where Manifold Insights could see fringe play, again purely because multiple opponents dilute the downside. Stick to Commander — that's where the design lives.
