Mandible Justiciar is a Commander card through and through — token-doubler effects, aristocrats payoffs, and go-wide synergies make the three-bodies-for-three-mana rate genuinely useful at a 100-card singleton table. In Pauper it's legal but competing against more efficient token producers at common, and the lack of an enters-the-battlefield loop makes it a fringe inclusion at best. Modern, Pioneer, Legacy, and Vintage have no interest: the rate doesn't clear the bar in any of those formats, where a three-mana spell needs to do far more to justify a slot.
