Commander is where Mana Leech has any business existing — the politics of choosing which opponent to tax, and the multiplayer density of mana-hungry permanents, give it enough friction to occasionally matter. In Legacy and Vintage it's too slow and too narrow; neither format has room for a two-mana enchantment that doesn't immediately change the board state. Oathbreaker mirrors Commander's multiplayer math in a smaller pod, which actually makes Mana Leech marginally more targeted but also more visible as a threat worth removing.
