Mana Cylix taps to add one mana of any color, but that mana can only be spent on activated abilities — not spells, not lands, just activated abilities. That restriction is narrow enough that most decks have no reason to run it over a Manalith or any two-mana rock that produces unrestricted colored mana.

In Commander, Mana Cylix occupies the weakest corner of mana fixing: it costs two, produces one, and the color it makes is locked to activated abilities only. Commanders that lean heavily on activated abilities — Atraxa, Praetors' Voice proliferate triggers, or Mairsil, the Pretender stacking cage abilities — could theoretically justify it, but better fixing exists at the same price point in every case. In Legacy and Vintage, Mana Cylix is legal but invisible; no competitive shell wants a two-mana rock with this restriction when Mox Diamond and Ancient Tomb exist. Pauper is the one format where budget constraints matter most, but even there, Prophetic Prism and Springleaf Drum outclass Mana Cylix for colored fixing in any deck that actually uses it.
