Commander is where Malicious Advice does its best work, specifically in decks built around poison counters, charge counters, or planeswalker loyalty — proliferate at instant speed for one mana is a genuine bargain. The tapping clause adds real utility: lock down blockers before combat or stall an opponent's mana at the end of their upkeep. In Pauper it's legal and the proliferate payoffs are narrower, but infect shells can find use for it. Legacy and Vintage have access to it but have no reason to run it over more powerful options.
